This is the Dark-Type gym leader from Hiero, Malvolio.
Malvolio is a chill cool guy, he's very much of a hippie. He loves all kind of pokémon and has decided to dedicate his life to studying Dark-type pokémon, proving they're special in their own way and not only tricky and mischiveous pokémon. Malvolio sympathizes with closed up and mysterious pokémon, wanting to make them open up and be happy.
